If your tweets are protected then the "retweet" button is not available on your tweets.
However, this doesn't stop someone who is following you from copy and pasting your tweet to a new tweet and adding "RT" before it.

I am following someone on Twitter who's tweets are set to private. My tweets are also set to private. They are not following me but I am following them If I send them replies will they get it?
Yes they will get your tweets. It will appear in their @replies tab.

I don't believe you can set up parental controls, however, you can protect an account and not allow everyone to see your children's tweets. Go under settings and select the "protect my tweets" option. This will allow only his or her followers to see the tweets.
