I would say yes. People with trichotillomania pull out their own hair due to uncontroable urges that is not their fault. Trichopathophobes are afraid of hair, theirs' and others', but don't necessarily pull it out; because they are much more phobic than autistic they will employ traditional means of hair removal i.e. they may shave or otherwise remove their body hair, as well as avoiding others' hair or asking loved ones to remove theirs if physical contact is an issue.
To be honest I have no idea what the term for plucking at bedclothes is. However, people with trichotillomania can also have the "craving" to pull hair from pets, blankets, etc. I guess it would go under the same category for someone with trichotillomania but for someone who doesn't have the disorder I really don't know... Currently, psychologists think that it is caused by an emotional unbalance. People without trichotillomania are able to regulate their stress and boredom (overstimulation and understimulation) whereas people with trichotillomania seem to be incapable of balancing these out naturally.
