A statement that is phrased as a question can sometimes be considered a question, but it's not asking for information or a response. It may just be making a point or stating an opinion in a questioning manner.
Usually, that is what the discussion pages of questions are for. If you look at your blue navigation bar to the left of your screen when you are on a question, there is a 'Discuss' link. From there you can discuss the specific question with other users who come by that question.
The discussion page appears as a tab - when you try to answer the question, or edit an existing answer. -> another answer by Euros: Click on the "improve", or "improve answer" ORANGE Button and then choose the "DISCUSSION" tab on the right side. A yes or no answer is a binary response that either confirms or denies a specific question or statement. By asking for a yes or no answer, you are requesting a straightforward and unambiguous response without any additional explanation or elaboration.
If your question is too long, clarify it in the discussion section of the question.
