The message board is a place where contributors can talk and get to know each other. Therefore, if someone had a reason to talk about Pokemon, they have the rights to.

You can't write a message on someone else's message board if you are blocked. Though, if you did manage to write a message on someone's board, there is no way to know if they read it or received it or not.
to leave a message on someone's wii message board you just need to press on the message icon, then choose a wii friend from your address book (its a virtual address book where you can keep all your wii friends), then write the message (press A in the place where you are going to write your message and the virtual keyboard will pop-up, then press send.
You can't really get people to read your message board. Someone would have to have a reason to go to your message board. Just to find it, they would have to see your name and click on it, or hit "reply" on their own message board [provided you left them a message]. The message board is mostly for people to leave you a message. But you can use it to write yourself a reminder, or a note, or saying you'll be gone for a while, in case someone does visit, things like that.

Someone will click the write a message button on your message board. Another way would to click the write a message on your message board link at the bottom of the screen. Also, when you send someone a message, when they view it, in the upper right corner of the message is two buttons that say "Reply" and "Delete" they can send you a message by clicking "Reply".

Assuming you are referring to the CAPTCHA message that you must do before you send a message, then, no. Supervisors do not have to do those. WikiGuides also do not have to do those.

First, someone would have to have a reason to click your name to go to your message board. For example, you write an answer to someones question, and they want to say thank you or something. Right now, I have no idea what your user name is, so there is no way for me to leave you a message. Now if you wrote on your own message board, it well just sit there unless somehow, someone: A) Clicks on your name, and B) They click on "Message user," to leave you a message.
