If you have an account you just click on the tab under my pages and click community forum and you click on a person and then @ the bottom of that page it says write on this persons message board and then you just type and save. TRUST ME IVE DID IT BEFORE THATS HOW I KNOW
From there bio page, you can click 'Message User', then write your message in the message box. There is also the option to 'Add a message on X's message board' from their bio page, this is located just below any information they have written on their own bio page.

Yes, you can. There are several ways to do it. You can report the question to a supervisor by putting a message on their message board or you can hit the "report abuse" button.
Assuming you're talking about someone who has contributed to a question... click on their user-name, that will show their profile page. Towards the bottom is a blue link 'Add a message on (username)'s message board. If you click on that - it will take you to their message board, where you can write to them. You cannot write on their profile directly. Only the user, and senior Wiki staff have access to that.
