No. Gouramis will be very aggressive to the tetra.
Gouramis aren't really great fish to have together unless they have room to move around (e.g. at least 5 gallons per fish). Your tank is MUCH too small to have two gouramis, they're fighting for territory. If you don't want to return one to the fish store, then you should definitly just get a bigger tank. Maybe the fish have been starved of protein. That is a common cause of fin nipping. Try feeding the fish some live food like Brine shrimps (Artemia). If that fails then the offending fish should be placed in a small container and floated in the tank for a few days and then released to see if that has changed its behaviour. Don't forget to replace its water several times daily though.
just some background on what i was thinking. i was thinking 2 sparkiling gouramis, 2 licorice gouramis and 3-4 panda Cory catfish. would these work? if not can you suggest other options. i realy want to get sparkiling gouramis, so if you could suggest other tankmates for it if the ones i suggest don't work. thanks
i have a 44 gallon tank with 3 danios, 2 three spot gouramis, 1 honey gourami, 2 kuhli loaches, a huge gold fish, a type of catfish (is black in color and has a few white strips) and a blood red fighter fish. to my experience, the gouramis did not do anything to the fighter fish so i suggest that it would be safe.
