The President can not directly change any laws. He can ask Congress to change a law. However, he has a great deal of leeway in how a law is enforced. He can order the Department of Justice to selectively enforce a law or even not to enforce it. This idea of selectively enforcing laws is not a power given by the Constitution. He could be impeached for it. He has to be careful to pick laws that are unpopular or likely to be changed or declared unconstitutional.

I can not tell you exactly what the immigration laws are, but actions of the president concerning immigration must be based on immigration laws.
