Yes, the 3DS can communicate with other DS systems while playing DS or DSi games or in DS Download Play. However, since the 3DS does not have PictoChat, and no other DS systems can play 3DS software, these features are incompatible.

∙ 11y agoif you mean download play option (example: using two 3DS's and playing with only one game card), so yes there are some games that support download play like Mario Kart 7. if you mean a multiplayer option (example: using two 3DS's that each 3DS owner has its own game card) so there is that too in some games.

∙ 11y agoNintendo has announced that the Wii U will have 3DS integration but have not revealed how they will work with each other yet.
In one example, Nintendo revealed at E3 2011 that they will be developing Super Smash Bros. for both the Wii U and the 3DS, with multiplayer that allows someone with either version of the game to play anyone else with either version. This is just one way that the 3DS and Wii U can connect with each other.

∙ 8y agoBy "link" I'm going to assume "connect". The 3DS can connect to another 3DS via Local Multiplayer. Some games such as Super Smash Bros for 3DS can have up to 3 other 3DSs hooked up to 1 host 3DS.
