Yes. It could be partially broken.
If the steering wheel clock spring is broken both your horn and air bag will not work and can possibly malfunction.
The "clock spring" is broken would be my guess.

There are many causes to a broken horn. The best way to fix it would be to check the relay, change the fuse and change the clock spring usually located behind the airbag.
The clockspring is the electrical connection under the steering wheel. If it is broken the horn and cruise switches are no longer part of the circuit.
Check for a disconnected wire or a blown fuse. If both functions are located in the steering wheel the clock spring may have broken. If the steering wheel was allowed to spin while the rack was disconnected the clock spring is probably broken.

The clock spring allows you to turn the steering wheel without disconnecting the wiring to the cruise control buttons and horn in your steering wheel If your horn and cruise control don't work the clockspring is probably broken ( P.S. I'm not a mechanic / technician but my money would be on that guess )

check your clock spring in your steering column, very comon to break or check the wiring into your horn. It's very ... "exposed" and prone to hardening and cracking which makes it loose.
