Generally not. However I have found that a small number of videos online will allow streaming from my droid x to my tv via the hdmi cable. You will know if a video can do this when you play it if the hdmi icon appears in the upper-left of the phone. You click the button and it will connect and play on the tv. My guess is that it relates to the file format of the source video, and whether it is compatible with the droid x's hdmi output. For example, I can view videos all day from YouTube on the phone... but haven't found any that are hdmi compatible.
So the bottom line is "sometimes" but usually "no"
