The government can prove this pretty easily, by allowing public access. The government won't prove that aliens are not inside area 51, because exposing national secrets is not a decent price to pay in order to stop people believing something that is relatively harmless.
Some logic can prove that aliens are not inside area 51. Firstly, the nearest planet outside the solar system is more than 10 light years away (5,000,000 years by concord). And we happen to know that's uninhabited too...
Secondly, if the government were using area 51 for aliens, then why the heck is the US government spending lots of money on secret aliens, and nothing on secret defensive aircraft technology?
