Not typically. answer yes the hazard lights stop turn sinals from working there are only 2 elements in the bulb one for stop and one for turn hazars use same eement as turns signals it is for that reason that it is illegal in most states to actually drive with your hazards working they are supposed to be used only when stopped
first make sure hazard lights are not on.next you need to ckeck the grounds from the battery.

due to irregullar climatic conditions,and chemical reactions,the internal switch elements get carbon or other deposits on its surface...dissamble the switch and clean it by some cleaning agent fluid
I would suspect The hazard switch has failed and/or the flasher relay also. Replace the relay first & see if problem still exsists. If does, hold onto relay & replace hazard switch or combination of both.

Hazard lights are usually controlled by a manual switch [Push-ON, Push a 2nd time-OFF]. This is true whether the key, or engine, is on or off. The situation you describe suggests that you have inadvertantly engaged the hazard flasher switch [usually located on the steering column just below the steering wheel].

Replace turn signal switch. Its grounding when you put turn signals on. I had the same problem and replaced it .Solved issues.
