Can the parents of a 15 year old put a restraining order on his ex girlfriend of 17 years old because of rumors that are not true and calling her a slut and they just want to just be friends?

The parents can certainly apply for a restraining order. If the court believes there is enough of an issue and evidence to support it, they can issue the order.
