He can and often has. They can not stay too long without support from Congress because it takes extra money to carry out an over-seas operation.

Because the Americans were a great army and they wanted to help them defeat great Britain because Britain defeated all the other foreign countries so they wanted some one to beat great Britain.
Ireland is a neutral country. The Irish army does help out in peace keeping duties in various countries and has a long history of doing so. So some Irish soldiers are based in foreign countries. The would serve a term of a few months, before returning to Ireland at which time they would be replaced by others. The bases they would use would often be with peacekeepers from other countries, maybe in a UN compound. Sometimes they would have their own base camps. So while they are stationed in foreign countries the Irish army would not have foreign military bases in the sense that you mean.

You are required to be an established permanent resident of the United States, and you are required to declare an intent of obtaining US citizenship. Additionally, your country has to be on a list of countries approved by the Army for which foreign citizens can be accepted from for enlistment into the US military.
