Who pays collect bill of lading?

Shipper or Consignor: The shipper or consignor is the party that arranges the transportation of the goods. They may initiate the shipment and contract with a freight forwarder or shipping company to move the cargo. In the case of a "Collect Bill of Lading," the shipper often chooses this option when they want the consignee to bear the shipping costs.

Most cases it is the shipper. In cases where the shipment is routed by someone other than the shipper it can be created by a third party, driver, or consignee.
What is required of the shipper to obtain telex release of bill of lading?
The shipper has to be willing to agree the terms of a telex release. If the shipper will agree to have a telex release issued all they need to do is inform the carrier or freight forwarder that the bill of lading needs to be a telex release instead of an original bill of lading. Normally, the shipper will only agree to a telex release if the consignee pays for the goods prior to shipping, otherwise the shipper will not have any recourse with a telex release if the consignee fails to pay.
Once received bill of lading what to do next?
It depends on what your position is in the transaction. If you are shipper and the consignee has paid you, then send the bill to the consignee so that they can collect the goods. If you are the consignee, then send the bill to the freight forwarder or carrier that issued the bill so that you can collect the goods.
What is bank release order?
The air waybill executed according to the terms of a letter of credit allows the shipper to present the original of the air waybill to the bank and collect the billed value of the shipped goods from the bank. The amount paid by the bank to the shipper will be debited to the consignee who ordered the goods. At the destination the carrier will only hand over the goods to the consignee on receipt of a bank release order from the consignee's bankers.
