If the truck you are refering to in Pokemon Red is in the SS Anne dock, then no, it cannot be moved. You can try Strength, Surf, Fly, anything, but it can move no more than the buildings in the game. There used to be a rumour that if you could move that truck, a Mew would appear - but this is not true. The truck cannot move, it does not reveal a Mew and it has little significance other that the fact it is out of place in a dock. ...That is only partialy true. Normally the truck cannot be moved. However...If you were some sort of mega hacker (and/or have alot of knowledge in the game design feild) you could reprogram the game to make the truck move. Knowing this, you could also program the game to make a Mew appear when you ove the truck.
