Yes, there are certain games that allow the second person to sign-in as a Xbox Live guest (e.g. the first player would be named User123 while the second and guest player would be named User123(1)) which allows the guest to enjoy the Xbox Live features as well with their friend, however, not all games are meant for co-op with friends while some are (e.g. Halo series, COD series etc.).
