Observant Jews do not cut their hair on certain days of the year, for example between Passover and Shavuous (the period when Jews escaped from Egypt and wandered in the desert until they were given the ten commandments), except for one day, Lag B'Omer. Observant Jews thus try to get a haircut just before Passover to tide them over.
