One reason I can think of is that photons from the sun will excite the electrons to a high enough state that they leave the atoms, therefore you have ionized atoms and electrons. When it's night and there are no photons, many of the electrons would attract back to the positively charged ions to form uncharged atoms.
The green colour is due to the green phosphorous screen that converts the electrons back into photons.
