Best Answer

Yes, but not from the sun. At night, you'd need an artificial source of UV, such as a "black light".

Why is the ionosphere more highly ionized during the day light hours than it is at night?

One reason I can think of is that photons from the sun will excite the electrons to a high enough state that they leave the atoms, therefore you have ionized atoms and electrons. When it's night and there are no photons, many of the electrons would attract back to the positively charged ions to form uncharged atoms.

Why do images appear green through night vision devices?

The green colour is due to the green phosphorous screen that converts the electrons back into photons.
