Yes, sometimes. Every few years Mars comes relatively close to Earth when the two planets are on the same side of the sun. On these occasions it is the brightest object in the night sky except for the moon. When Earth and Mars are on opposite sides of the sun, of course it cannot be seen at all.

Yes. Not all the time though, since sometimes the orbits of Earth and Mars relative to the sun cause mars to be 'behind' the sun when veiwed from Earth, on the other side of the solar system. It looks like a fairly bright star with the naked eye - you can even see the red colour of the planet.

Yes. In fact, you can see Mars from Earth without using a telescope; at its nearest, it's one of the brightest objects in the night sky. Its mean visual magnitude at opposition (which happens about once every two years) is around -2... brighter than Sirius.
