The filter in the tank serves a duel purpose. First, it filters, hence the name. Second, the fuel filter is attached to a flexable hose in the tank. The reason is because the filter has a steel "washer" at the base to allow it (the flexable hose) to move freely in the tank. The reason for the free movement is because the whacker sometimes must be used sideways, up, down and in some cases, inverted.
In the absence of the filter, this feature is taken away hence, it can only be used in one position, and cut out in any other dependant on where the hose intake is.
So, yes it can run without a filter, BUT, not for its flexability, and certainly not practical.
Purchase a can of Seafoam Motor Treatment or Techron fuel cleaner. Add 1 ounce to a full tank of fuel and run it all out. Repeat the treatment about 3 times always with a full tank of fuel. If that does not solve any problems you are having you will need to remove it and dissemble the carb to clean it.
