Yes. Both men and women who are members of the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) can and do wear shorts. The Church's standards of modesty suggest that shorts and skirts should reach to the top of the knee, no higher.

Church members are encouraged to dress in nice, modest clothing to worship services to show respect for God. In most places, the cultural norm is for women to wear dresses or skirts, but it is not inappropriate to wear pants.
I have been a Mormon in the suburbs of Salt Lake City for over 26 years, and have seen many women wear nice dressy slacks/pants to church. It certainly isn't common, but I do see it. I have known a handful of Mormon women who wear pants to church every week, and others who do only occassionally.
