(Actually, they have the serial-number ranges of all the devices made for operation on their systems.) All cellular activations, whether at a company store, a kiosk, a reseller, online, or over the phone, are processed through the carrier's computer-based activation system, which has access to all these serial numbers. The carriers will not activate service for one person on a device that belongs to another. There is little point in attempting to activate a lost or stolen phone, since second-hand phones are inexpensive. Most customers on contract plans get a new device every two years or so, so there are millions of unused phones out there to be had. And for signing up on a new 2-year contract, the carrier will give you a phone for "free." ("Free" meaning in exchange for your agreement to pay a set monthly plan cost for 2 years or pay a substantial penalty for an early termination.)

∙ 14y agoNo, once a phone is put on the lost or stolen list, it can not be activated. Only the original account holder can get the phone removed from that list.
