Yes. Make sure that you use a very mild soap or puppy shampoo. Dont get any water in its ears and eyes. Make sure the pup gets dried completely before you give it back to the mother. Dont let it get cold.

Yes you can bath a 7 week old puppy. I suggest you put some vaseline in his or her eyes first or some type of other eye ointment that is safe for dogs in order to protect their eyes from the soap.

Using a moist cloth and gently wiping the puppy off would be a better idea than submersing it in a bath.

Remember the mother would normailly clean it herself but licking.

Yes, but just be very careful.I gave my 2 week old pitbull a bath. Just use a soft rag or your hand with human smell to sooth it. It may jump a little.
