Yes, while a Pokemon is in the pokewalker it is unusable in the game until it returns. The pokewalker is also only capable of taking Pokemon out the PC, so you need access to one. If your pokewalker is lost or stolen, look in the game's instruction manual to find how to force it to return.

Its a Simple Question go to the main menu of the game and press connect to pokewalker and then press go for a stroll then choose one Pokemon from your PC and press connect on the pokewalker the Pokemon will be sent to your pokewalker

the pokewalker dosent affect ev points the Pokemon can only gain one lvl per pokewalker stroll so whatever Pokemon your Pokemon battled last will detirmine what ev's it does get
