No you can't. You can live in the U.K if you apply for Right of Abode, but you have to live in the U.K for 5 years(withoutbeing out the countryfor more than 18 months)before you can apply for British Citizenship and then for a British Passport. There is a fee for citizenship which currently is around £750.
