If your daycare is unlicensed, then you aren't officially "self-employed". Rather, you are babysitting, whether within the law's bounds or not.
You then apply for Section 8. I believe that technically, your income is zero, as you aren't officially in business and not actually declaring to the IRS. However, you may wish to describe your income to the case worker, and do as they say.
