Videotaped WHAT? Where? Under what circumstances? Videotapes made for commercial purposes may NOT include the identifiable features of anyone to whom that person does not give signed written consent. These rules do not apply to things such as wedding pictures, tourist shots, illegal acts etc. If someone is attempting to intimidate you via the use of a camera, you can report them to law enforcement under the harassment and stalking statutes which may be in effect in your jurisdiction.

Recording someone without their consent is a violation of that person's privacy and is illegal in many jurisdictions. It's important to always ask for permission before recording someone, whether it's audio or video. Failure to do so can lead to legal consequences and damage to relationships.

Depending on who it was that was doing it, (wiretaps with warrants ARE lawful) and you can prove it happened, you may have cause for filing a criminal complaint against the party who made the recording -and- if the recording or any information gathered via it - is released without your authorization you may also have grounds for a civil suit. The states hold varying views on what constitutes legally recording conversations so be sure that you check your state's statute carefully. Federal rules allow agents and informants to carry recording devises when meeting with suspects without a court order or warrant.

it depends on what state u live in

Another View: If you're asking about simply taking video of someone who happens to be in a public place (i.e.: tourist-type pictures) there's no problem, but if you are specifically following someone around and using the camera as an intimidation factor, yes, it could be considered stalking.

No, there are only very few circumstances in which one may make a 'citizen's arrest,' and this scenario is not one of them.
