Yes, some jurisdictions allow government employees (firefighters, fire prevention officers) to help a property owner to check their smoke detectors. However, it remains the responsibility of the property owner to actually check.
In addition, any commercial structure may be required to provide an annual certification from a qualified contractor that describes the exact testing and maintenance that has been performed on each and every smoke detector.
Most fire prevention officers would not be professionally qualified to do any such certification, and doing so could be a professional conflict of interest.
