Yes you can. Most computer mice come with a USB plug - simply connect it to a vacant port on your laptop. The computer should recognise the device.
If you've got a "good" enough laptop, absolutely! You'd probably want to attach an external mouse with a scroll wheel.

Generally, "double clicking" means to click the left mouse button twice in quick succession.
