Technically, yes. Anyone can call themselves a piercer. However, the Association of Professional Piercers requires quite a bit to become certified with them. Visit their website to see the list. You may be able to start an apprenticeship though. Just ask around. Even if you can't be an apprentice, you may get a job in a piercing shop so that you can at least observe a piercer at work.
