No, the Civil War quest line will give you your answer. Ulfric Stormcloak is believed to be High King, if you win the Stormcloak quest line, but Ulfric calls upon the Jarls to decide, so no one knows who inherits the throne.

I don't think that the plot is similar but I have noticed that the mountain High Hrothgar in skyrim appears to be named after the Dwarven king Hrothgar from the Inheritance series. That's all I've come across so far.
