Of course you can. Anemia means that you do not have enough red blood cells circulating in your blood. Low iron is just one reason why you might be anemic. If you have recently lost a lot of blood (trauma, bleeding ulcer) then you would be low on cells with normal iron. If you aren't making new cells (due to an issue with your bone marrow), same result. Ditto if you are destroying your cells (due to an abnormal immune-system response) and unable to make replacement cells fast enough.
