Non-payment of child support is a civil offense. You cannot be arrested for violation of a civil law. However, the court CAN issue an "attachment" for you, and have you brought to court. Depending on the state, you could be found in wilfull violation of the support order and be charged criminally which could carry jail time.

If you punch someone in the face, and police are called, you will be arrested without a warrant, and one will not be needed. If say, you failed to show up in court, then a warrant for your arrest will be issued, to alert all officers that you should be arrested on sight. So the warrant itself is not the thing 'allowing' you to be arrested.

What is a non bailable warrant?
