YES......Article 4, Section 2 of the US Constitution requires extradition for ALL crimes on the demand of the executive authority of the state in which the crime was committed.

There are no safe haven states,bench warrants are valid in all 50 states.

However the state holding the bench warrant can decide not to extradite the person if the crime is of a minor offense,such as California may decide not to extradite a person in Maine who had a bench warrant issued for failing to appear in California court for a minor traffic violation,petty theft,shoplifting,unpaid tickets or fines. Extradition can be exspensive just in travel cost and manpower and must be paid for by the state requesting extradition.
