Yeah, but its is unlikely that they will bite you, because all though they are half vampire they're against the whole vampire-drinking-human-blood thing, possibly because their own mother would have been used like that by their vampire father.
You can be bitten by a Dhampir just as well as you could be bitten by a dog or a cat or another human being. They may have a yen for the taste of blood but, as they are already living, they have no need or craving like a vampire has. Besides Dhampirs are usually vampire hunters and are against the vampire culture so they wouldn't (usually) condone the practice. (Its probably a nurture thing, they being raised to hate vampires.)

The condition co-exists with them through-out their life they just have no need to employ it as they are already alive they have all the life-force they need. After they die then they have to commence stealing life-force in order to perpetuate their existence. A deadly sick Dhampir however may commence to steal life-force in order to save his life. This is a rare occurrence and is not much reported upon. Conceivably a Dhampir could boster his physical health and help himself recover from serious illness or injury by stealing life-force then recommence his ordinary life after he has recovered or healed.

A Dhampir has a 'taint' of his father's inclinations (as all children do) but cannot utilize any vampire trait to anywhere near its full potential. When a Dhampir dies he has the option to become a full vampire without having been bitten or infected in anyway other than his inheritance.
