NO, Your hair is already being damaged by the perm or relaxer. I would wait a while before applying bleach to it. It will kill your hair and will cause hair loss, frizz and damaged hair.

I would not recommend it! The hair must be in good condition and strong to withstand the bleach. If you had a perm the hair has been through a chemical process, so the hair will not be as strong. Having bleach on the permed hair can cause hair breakage.

You cannot perm chemically straightened hair. When you relax the hair you split a lot of the bonds in the hair that give it it's shape. So if you want to perm it again there are not enough bonds there to work with. You have to wait until your hair grows out and you are left with your natural hair again.

You really shouldn't color or highlight over a perm over a perm. Perms break down to much of the hair's bond and strip the cuticle. Applying hair color and becomes dangerous and unpredictable when the hair is in a compromised state.
