NO, Your hair is already being damaged by the perm or relaxer. I would wait a while before applying bleach to it. It will kill your hair and will cause hair loss, frizz and damaged hair.

I would not recommend it! The hair must be in good condition and strong to withstand the bleach. If you had a perm the hair has been through a chemical process, so the hair will not be as strong. Having bleach on the permed hair can cause hair breakage.
