If another tenant (not your roommate or associated with you) is consuming alcohol, you would need to show how that alcohol use is directly affecting your enjoyment of your apartment. Is the alcohol user having loud parties in the early morning hours? Is there drug activity at the apartments? Are beer bottles thrown around the premises and influencing your children? I would talk to the landlord, and if that doesn't work, see a real estate attorney (look in the phone book for one who gives "free consultations").
