Contact a lawyer with specific regards to "tenantability". However, since these laws pertain to your own habitation, you would have to show damage from neighbors' activities by the same landlord. But if this is a civil matter, you should go through the proper channels, such as contacting police or other authorities assigned the responsibility of protecting the peace.

∙ 13y agoMost locales have a landlord/tenant court and it is relatively easy to sue if you have grounds. It will likely cost less than $25 to do so. Start with the District Court in lour area. They may even have a pamphlet to lead you through he process. If you go this route make sure you have all your evidence in order and all pertinent materials available on the court date.

NO, latex paint does not adhere to oil. It wil go on, but the first time you brush up against it the top coat will start to crack and peel and just generally look terrible. If you wish to change the colour, a coat of oil paint is the thing.
