If you're flying to another country, you have to check the Customs Import rules on food for that country, by checking with that country's consulate or embassy. Yes, but. Taking food in your carry on is allowed, however if you are flying to a different country or area you probably can't bring the meat into that place. For instance, if I left Canada for California the US does not allow meat to enter the country. The airline doesn't care if I eat a Ham & Cheese Sandwich on the plane. So you could take meat that you are consuming during flight. Other items may be more strict. California will not allow citrus fruits from other areas. So if you were flying from Florida to California with an orange you would have to eat it on-board your flight. Check the laws at the destination for more information. Know that the airline doesn't restrict the meat.
Check with your airline- there are security restrictions for carry-on items- and the problem of keeping meat refrigerated during a long flight. PS- they DO have meat in Hawaii.
