You do not have to own the parcel of land in order to build on it. However there does have to be an agreement between you and that owner of the land. This type of situation is more common with family owned land.
there really is no such thing as land locked land if you own it you have to be able to get to it. that is what easements are for.

If those people who own the land approve of it yes, but otherwise no because you have no legal right to do anything on that land without the owners permission, it is illegal to build on land that doesn't belong to unless you have permission.
