Not unless it has disc brakes--a 29" wheel has a radius 1.5" larger than a 26" wheel, so cantilever brakes won't reach the rims.

The question I have is, why would you want to do this?

What size wheels should I get for an 18 inch frame?

Depends on what size wheels the frame is made for. You could have an 18" that is meant for 20" BMX wheels, or 26" MTB wheels or 29er MTB wheels. Getting the wheel size wrong is unlikely to result in a nicely rideable bike.

What is the difference between a 20 inch bike and a 26 inch bike?

There are several options to that question. If you're talking about frame size on a MTB, then 20" would be a large bike. If you're talking about 20" wheel size, then it's probably a BMX which is a fairly small bike.

Can you put a mountain bike motor on your radius FB-1 road bicycle?

There's really no way of telling, as the phrase "mountain bike motor" doesn't tell enough about how it's supposed to mount on. But generally speaking, I'd advice against it. MTBs tend to be stronger than road bikes, so better suited to deal with the extra forces of adding a motor. There's also the question of wheel size. MTBs usually have 26" wheels, while this is a 28" wheel bike. Bigger wheels is like always running in a higher gear, which will put extra strain on the motor.
