Walmart doesn't independently run their own service, but I think they have what you're looking for. They sell a wide variety of mobile phones that use a service called StraightTalk. StraightTalk is about $40 per month for unlimited talk, text, and data on a month-to-month, no contract basis, and you can activate the phone online as soon as you get it. My wife has used them for about 3 years and I can honestly say we've never had an issue!
Walmart has a large selection of cell phones. They have competitive prices and carry many of the same brands as phone stores and electronics stores. Walmart also offers contracts and packages for service.
