But from what I can tell, it is legal for you to posses a handgun, as long as the weapon isn't loaded or has easy access to ammunition. (Probably referring to the "3 steps" rule.) The 3 steps rule is basically a law where there has to be 3 steps into loading a firearm. If you had a weapon at your house, there would have to be minimum of 3 steps in order to load that weapon. So for example, opening the closet, then opening a case containing ammunition, then opening the box of ammunition could be considered 3 steps. I don't know if the same law applies to Florida however.
To legally purchase a handgun out of state, you must have an FFL dealer ship the handgun to an FFL dealer in your state.
The answer is yes and no. You cannot go into a gun store in a state where you don't live and walk out with a handgun. You can, however, have a handgun shipped from a licensed dealer where you are to a licensed dealer in your state and pick it up there, unless there is a local state law prohibiting that. You have to find a gunshop that is willing to do that. Some will, some won't.
Has to be done through an FFL dealer.
Yes. "Yes" is only partially correct. In order to buy a handgun in another state other than the state where you reside, you must have the gun shipped to an FFL dealer within your state and pick up the gun there.
In order to purchase a handgun in a state other than the state where you reside, you must have the handgun shipped to a dealer in your state and pick it up there. The dealer in your state will charge some sort of transfer fee, which can range anywhere from $25 up to $100.
That depends on your states laws. Some states allow it; some states require all handgun purchases to be made through an FFL dealer.
Rifle or shotgun, yes, if they appear in person at the shop. Handgun- no.
Yes and no. You can purchase a handgun while out of state, but to do it legally, you must have the gun shipped to an FFL dealer in your state and process the transaction through that dealer in your state.
You would have to be a little more specific. If you purchased a long rifle from him while you were in Wisconsin, any sort of receipt of sale will suffice. If you purchased a handgun, NFA weapon, or did not actually go to Wisconsin (bought it online, for example), then you need to find an FFL licenced dealer to receive the firearm for you. Your dealer will charge a receiving fee (usually between $20 - $40), and a copy of their FFL will have to be sent to the seller. The seller will then ship it to your FFL (Type 1 or Type 2 only) dealer, and you will fill out the BATFE Form 4473 at the dealer's when you go to pick up your firearm.
No. Absolutely not. If someone purchased a handgun from you, and it requires shipping, you can only ship it to an FFL licenced dealer, who will receive it for them. Before shipping, you must obtain a copy of their FFL (Type 1 or Type 2).
It depends on what you mean. An individual doesn't have to have an FFL to purchase a gun. Lorcin is out of business (and has been for several years). The only way to find one will be if you happen to find one used in a gun shop, or to buy one from another individual.
