I am not aware of any required state license for target shooting. states vary as to what is required to buy a pistol as well as age. check with your local police. they can tell you what is required to buy a pistol in your state.

I would say Vermont, but I'm not 100% sure. I know you don't need a permit to carry a concealed pistol, or to buy or own a pistol, rifle, or shotgun. Per federal law, you have to be 18 to buy a rifle, 21 to buy a pistol, and you have to pass a background check.
Typically, licensed dealers in a certain state can sell pistols to qualified residents of THAT certain state. If someone wishes to legally purchase a pistol from a different state, a licensed dealer from one state transfers that firearm to a licensed dealer in the state where the buyer is a resident. Then, the transaction is completed. This costs more money, so usually people just ask their local gun shop to buy the particular pistol.
