Yes you can buy them, they are available but 100% worthless. Plenty of class-action lawsuits for the GForce chip and others. When you open it is has no software, nothing but a single resistor.

It's not anything you can do yourself. Any Toyota dealer or well equipped locksmith shop can "flash" the chip in the key.

You can't. Only a Toyota dealer can program the transponder key as it has a chip inside the key and has to communicate with the engine in order to start the car. Toyota dealer charges 1/2 hour of labor about $42 to program. Now the remote is easy...but not the key.
Not all models have chip. Engine immobilizer is a part of security and was optional.

No. I have both a 2001 LE and a 2005 LE. The latter has a chip inside the key, where as the 2001 doesn't.
It is stored in the BIOS/CMOS or security chip if there is such chip.

These power chips do NOT make your engine produce more power. It messes with your Air/Fuel ratings, turns on your CEL, and makes your car run horrible.
