I think there is NOWHERE to buy rare candy except i think i saw one for sale at the pokathelon but i doubt it myself but I've only got soul silver so i have NO IDEA where it might be on the other games. You can still find them in poke ball things u can use the dowsing machine if you like but i found some without it actually i only found out how to use it today when i went on the internet and found out how to.
