Its a programmable chip inside of the key .
Simplest is to get another good key. If that is not available then you need to modify the wiring harness to bypass the chip reader by inserting the resistor elsewhere in the circuit.

You have to have the mustang at the ford dealership to be hooked up to their equipment and they will reprogram you mustang computer with the encoded PATS key. If you had a mustang that was 1996-98 you could just order the encoded key and do it yourself in about 45 minutes. But because of the anti-theft chip placed in these keys by ford, late 1998 and newer have to be reprogrammed at the dealer. Sorry for the bad news!

You can not bypass the system. It requires the dealers scan tool to program the key.
Yes '96 was the first year for the PATS in the Mustang.
The cost of doing this would be more time consuming and more expensive than going to a locksmith or a dealer and getting a key with a chip.

If the car has a computer chip on the key, then the key area around the chip contact is worn and the key needs to be replaced. Hope this helps
