The low pressure port on a 1996 Oldsmobile Cutlass is between the compressor and the firewall. It is on the larger hose attached to the compressor.
Begin by loosening the tensioner pulley on your 1999 Oldsmobile Cutlass. Put your serpentine belt around the pulleys. Tighten the serpentine belt with the tensioner pulley.
you can't you have to replace it!
It is located on the front bottom of the engine block right beside the air conditioning compressor. You have to look from underneath the car. It's really tough to get at though.

Yes it can be done, you're going to have to measure with a string basically and tie a knot at the string once you've ran it around all the pulleys you want to turn. Take that string to the parts store and have them go through their belt assortment and find the closest one. Then you will have to take the slack out of by adjusting your alternator in or out

On a 1997 Oldsmobile Cutlass Supreme, the low side service port for the AC is behind the engine. It is the larger of the two hoses coming off the compressor.
The Oldsmobile Cutlass supreme refrigerant port can be found on the air conditioner compressor. The refrigerant port will be labeled as the low pressure port.
